ACTT has overarching responsibility and jurisdiction for registration and accreditation of post secondary and tertiary education institutions and programmes in Trinidad and Tobago. The Accreditation Council of Trinidad and Tobago's Act, Chapter 39:06 of the Laws of the Republic of Trinidad and Tobago empowers ACTT to develop, implement and monitor national quality standards for the higher education sector, accredit institutions and programmes, confer institutional titles, recognise qualifications awarded by local and foreign institutions operating in Trinidad and Tobago and collaborate with recognised accrediting and professional bodies in pursuit of the fulfilment of its mission. In the execution of its functions, ACTT must comply with the legislative requirements for the submission of annual reports to the Minister of Tertiary Education and Skills Training containing financial statements and details of its policies and operations. It must also submit its operations to a comprehensive review by external agencies in the Caribbean Community or internationally, at intervals of three years. These provisions
in Chapter 39:06 ensure that ACTT is accountable to the State for the efficiency and effectiveness of its operations.
